Program Background:
The SBIR/STTR programs are a key source of financing for early-stage research and development (R&D) that translates discoveries into impactful products, services, and companies. This 40+ year-old program invests $3.5 billion each year in small businesses, making it the largest single source of non-dilutive, early-stage, high-risk funding.
In 2018, women-owned businesses made up only 20% of all firms that employed people in the United States. To make matters worse, only 13% of SBIR awards in the same year went to women-owned companies.
